I don’t think it is possible yet, to pay with PayPal to add gems! If not can someone then tell me how to pay with PayPal?

It have been possible since the release of the game.
You simply press the Buy Gems button in the gem store and there you can select how you wish to pay for them, with Paypal being one of the possible payment methods.
