They already have a marketing department. I suggest applying for a job if you want to advise them about product pricing.
Tolunart, you could apply that thinking to any aspect of the game, including art and programming, and use that answer any time someone has a feature request or suggestion. Just because they have experts doesn’t mean they have no use for feedback. Those experts need information to do their jobs, and forum feedback is part of that.
The Digital Deluxe Upgrade is in a bit of an unfortunate spot, because it usually doesn’t go on sale when the game does, even though the game is on sale in the official store. It’s not an end-of-the-world problem by any means, but it does seem like an oversight and a missed opportunity.

The difference is the Digital Deluxe Edition you buy through GuildWars2.com is the full version of the game and used to create a new account, though I’m not sure if you can use it to upgrade an existing account. The Digital Deluxe Upgrade in the gem shop is just that: it upgrades an already existing account.
On sale through the website to try and get new players for the game.
Not on sale through the gem shop because you’re not a new player, and you could get it for free by trading gold for gems. But that doesn’t mean it will never go on sale in the gem shop.
Just my theory on it.
Edit: Heroic Edition through the website costs $40 normally. The Digital Deluxe Upgrade through the gem shop costs 2,000 gems, which equates to about $25 ($50 buys 4,000 gems). If you buy the Heroic Edition now at $20 and later get the Upgrade through the gem shop it would be cheaper then buying the full Digital Deluxe Edition through the website at normal price (About $45 now compared to $60). That is if you can’t afford to buy the Digital Deluxe now for $30.

It would be nice if the upgrade was 50% off for existing players…I’d upgrade my account for 1000 gems.

I expect that their research shows that there is no reason to discount the gem store upgrade. Especially now that BL key farming is not so easy.
