So I was thinking of buying a Braham’s armor skin, but I couldn’t decide if I wanted it for PvE or PvP. If I buy the skin once, can I get more than one set of it?

Only once. If you want more than one, you have to buy more than one.

Unlike GW1 where we had an unlimited amount after purchasing an outfit, here, we only get one.

I’m also thinking of buying an armor skin set but I’m not too sure how a skin works. Does it overwrite all my current equipped armor or am I able to select which armor piece I want to apply it on?

You get a box that contains all 6 single skins and you can then
apply them individually.
