Yes these sets do count in the wardrobe.

I remember telling ANet that I would buy every gem set if they added unlimited use to them. Guess I now better make good on that

DON’T buy gem clothes right now. I can’t stress that enough.

When the patch hits on April 15th, the wardrobe system is going to turn a lot of the outfits and clothing into tonics and full set outfits that cannot be mixed and matched, or dyed properly. And they will become combat skins, not town clothing. And as we all know, combat skins cost charges now to change them. So your town clothing will cost charges now to change them out.

So DO NOT buy any clothing items until after the patch goes live. This way, you can decide if you like the changes or not and don’t get scammed out of your money like the rest of us already have (bait and switch). And then you don’t have to fight with Anet to get a refund, because they are restricting your refunds.

So wait and have patience. If you buy now, most of your outfits will become tonics and full sets that can’t be worn with anything else. Right now the outfits in the gem store are misleading and “full of lies” (weird way to put it, but it’s true). They are selling them based on having multiple pieces that can be mixed and matched and dyed separately, and don’t cost anything to switch out. But come April 15th, you will lose all of those features (bait and switch).

Based on the wording from the wardrobe announcement, it sounds like the town clothes will be the ones going through the biggest change. As far as the armor skins like Profane/Krytan/Primeval armors that replace current pieces of armor, those look like they will be added to the wardrobe options. Since those 3 are on sale today, I think I’ll buy them.
It sounds like town clothes sets (mad king, witch, pirate) will be available for unlimited use, and it sounds like you can turn them on and off at will. They will just be in a separate “outfit” slot that will show over your armor when turned on. No charges to equip and you don’t have to commit the outfit to a set of armor. I believe GW1 has a similar function (separate equipment slots for costume headpiece and costume body). Doesn’t sound like the woes the above post is foretelling to me.
I can’t figure out what " basic clothing items that are no longer available for purchase" they’re referring to that will become tonics. Maybe those old hoody sweatshirts?

“Town Clothes sold through the gem store as outfits, such as the Pirate Captain’s Outfit, will be usable as a single outfit skin through the Wardrobe. Purchasing an outfit will unlock it for all characters on your account to use. Outfits will replace the look of equipped armors, are equipped in a separate appearance slot, and do not require Transmutation Charges to use. Single items, such as the Fuzzy Hats and Scarlet’s Spaulders, will be unlocked for your entire account and usable with any armor weight. Some basic clothing items that are no longer available for purchase will be converted into endless tonics.”
