Fashion Sets
If you buy armor skins, they can be applied once to your armor, but when the patch hits this tuesday, they’ll go into your wardrobe and you’ll be able to apply them as often as you’d like. Townclothes are being removed on tuesday, as a separate category. Some of them will be usable as outfits or skins in combat, and some of them will become tonics.

I don’t know for sure how the wardrobe will function with the skins, but you presently don’t have to use any sort of transmute in order to use up the skins.

You will have to pull them from the wardrobe after April 15th. Each use will use up one transmutation charge. There will be a wardrobe that the skins will all go in to be pulled from there.

A dev mentioned somewhere that having more than one of the same type of skin (Marjory’s dagger, for example) would mean that you wouldn’t need a transmute charge for one use. So… it’s not exactly clear.

I haven’t seen that, though it may certainly be possible. We will have to wait for the 15th to see all the details.
Even after the patch, people who have an unused character slot can farm the transmutation charges by making characters and discovering cities, so the cost of transmuting is really not that high. As well as all the people who had the formerly worthless to them low level T stones.
The most sensible thing would be the skin can be purchased and applied normally as we can now i.e double click the skin item mailed to you to apply.
After that it will be in the wardrobe for you to apply on other armor using charges.

But is it free to remove? Can I take it off for free when I’m done playing dress up?
Pretty sure you can only remove it for free if you have another store bought or achievement based set.

You kind of have to read between the lines a bit but I think they will be separate.

“Outfits will replace the look of equipped armors, are equipped in a separate appearance slot, and do not require Transmutation Charges to use.”
It sounds like gear and costumes have their own separate systems. If you look on the right hand side of the attachment you will see a section labeled Outfits. If I’m right, these can be put on and removed at will without charge through its own separate appearance slot. If removed then the underlying armor should show.
In Guild Wars 1 the costumes had their own slot and went over armor. You toggled them on or off or removed and put on a different set freely. I think the Guild Wars 2 system will be like that. http://www.guildwars.com/gameplay/loot_and_items/costumes/
