Gem Purchase Blocked by Bank

Dude I have spent 600+ already I m trying to collect all dyes and mini’s and if they did not DUPLICATE them I would not have to spend so much but, they should not block my progression of this activity either.

No, you clearly misread. The email you yourself quoted in your second post.
The first few attempts were declined by your bank, which flagged their anti-fraud measures (since that’s the sort of thing a stolen credit card would do, presumably). So even if now that purchase did in fact go through, it wasn’t a problem on their end that’s giving you this difficulty.
OMG now guys I have spent 600 in gems over the last 3 weeks and then all the sudden they sent me this after blocking me three days ago from making more purchases……….My Bank had declined one purchase attempt twice because I did not have enough on the card at the time but afterwards they wont let anymore go through. I am collecting dyes and mini which duplicate often which is lame but, it is what it is I don;t mind supporting a good company but, after spending 600 in gems ALREADY past tense NOT DECLINED, I do not want to have to get pre approved 48 hour windows from CS to continue to make them…if I was sending GOLD to other players that would be a red flagg I was selling gold.
sorry English is not first language but the declines they refer to are not the 600 worth just to be clear. The email came after I tried to get MORE GEMS

Yes, because your bank declined an attempt and this flagged their anti-fraud measures.
They are not “punishing you for buying too many gems”. You tried to buy gems without having enough money to do so and now it will take some effort to be able to buy more in the future.
Also, do you have any reason to think that these 48-hour windows will always be the case for you in the future? Or might it just be once, and after that you’ll go back to being able to buy as usual?

Grimrah, ArenaNet has nothing to do with it. Your bank blocked you from buying more because the activity on your card looked suspicious. You need to call your bank and verify that it’s you trying to make the purchases, because your card has been flagged as potentially stolen.

I think everybody here is missing the point.
Grimah isn’t complaining that his payment is being denied. It seems that he is complaining that even though he has spent over 600+ (600 what? Dollars? Euros? Yen? Gold bars?) there wasn’t a thank you (even though there is) for him spending a lot of money and being a valued customer.
In my opinion this is a separate issue. They might not be looking at your history when dealing with denied payments so don’t expect a “customer of the year award” when your payments are being denied.

NCsoft has a security feature set into place in such instances that you are experiencing to limit the amount of loss that could happen to the company in any type of fraud scenario. Examples of these scenarios are:
-X amount of transaction attempts per credit card/account per interval (interval being predetermined by NCsoft which would be set to day/week/month etc.).
-X amount of money spent per interval.
-X amount of declines or different cards being used per interval.
All games that I have ever played which provide a way of purchasing in-game goods for real money have the above limitations, plus others.
Another way of looking at this situation would be this: It has not been one full billing cycle since the game has launched. So, worst case scenario, let’s say you were using a stolen credit card for these transactions (for example purposes only and am not insinuating anything), the person whose credit card is being used may not even know any activity was happening on their card yet as their monthly statement may not have been sent to them and/or reviewed by the card holder.
One last example is that it is not uncommon for people who acquire stolen credit card information to launder that money through a virtual means such as money transactions through video games and then turn around and sell the digital items through a 3rd party site. This is usually done in high volumes and that is why it is one of the major reasons it comes out to a red flag in their system.
I understand, from your point of view, you are a great customer to ArenaNet / NCsoft by spending the amount of money you have for their services, but you should definitely give it time before you pose such a standpoint that either one of these companies are “Terrible.” I personally feel that with the high volume of transactions you have processed, and that the company is still willing to work with you (as the only push back is that they have you contact them first), they are providing you and everyone else great customer service.

Don’t be upset that you are being protected. The initial factor was insufficient funds, which is clearly an error on your end. Hippo and Punk explained it quite well, and thinking critically might result in a more positive view.
lol i think they might want to take past purchases into account when dealing with customers. id rather have 1 600@ in gems spender than 6 people that dont buy gems at all beyond in game gold. its just business sense. because a guy like thats probably going to keep spending till his bank pets guild dye and whatever else are all decked out.
