Guild Wars 2

I don’t know what the problem is but everytime I’ve tried to buy gems in the last 24hrs(with paypal) It’s redirected me to an error message on the Guild wars 2 website after I’ve confirmed the payment on paypal to NCSoft. Screenshot will be included

I’m wondering if there is some sort of gem purchase limit that I don’t know about.
I have searched via the Guild wars 2 FAQ and a unnamed popular search engine but came up empty handed.

Your account has been flagged and is not being allowed to purchase gems.
If you submit a ticket you can expect a 15 day wait for them to allow you to purchase gems again for a limited time of 24-48 hours, after which your account will then again be flagged.
