I have the exact same problem also using paypal. Strange thing is I bought a smaller amount a couple of hours earlier and that worked…
In response I have posted a support ticket but still haven’t gotten any response from A-net.
Do you still have the problem or did someone tell you how to solve it already?

i like how they leave us here rotting trying to throw money at them on the counter but they been rejecting it.
well lets just hope they give my support ticket a good helping hand or that someone here on forums will give a good helping message.
In any case if I find out anything I’ll help you out here as well mate Players need to stick together after all.

With all due respect to all involved I would just like to mention one thing. Among the many buggs and short comings of this game, mainly the impossibility to trade with Paypal or any other means in the last 4 days, people loosing their Golds etc …
What is really unacceptable is the total lack of respect and consideration Anet are showing to their players (clientes: yes, I say clientes, because that what we are, we paid for a service; game and it has not met its specifications). The least expected, not only as common courtesy but a good practise in any business is a REPLY. The excuse that ppl are too busy is not acceptable, if staff is not enough, hire more, as Im sure the income received from all purchases and trades has created a good cash flow. Players are not asking for special treament or favours, only for what they paid for, a good working stable game, thus, they deserve in the least an honest reply, keeping us up to date on what exactly is happening and what is been done to correct all these issues, and not some repeated " Thank you for your patience", as some of us are definatly running out of it and once again I emphasize not due to the actual bugs but mainly due to the total lack of response by the people who pwn/run/develop/admin this game. Also the standard answer that the problem lies always on the players side is infuriating !!! “Card approval failes” Please check YOUR….." I beleive keeping the system down if it does not work would be a much more honest approach and less time consuming for the players, who at first beleive something is wrong and persue to try several other atempts when in fact its the system that does not work .

So we can conclude that Arenanet has put restrictions on how much transactions people can make in a certain amount of time. I’ve asked them why they have these restrictions put in place and wether they will eventually be removed. If I receive another update I’ll be sure to let you all know.

I have been having this exact problem with my account I believe, PayPal and my credit cards do not work and no purchase requests have gone through. However, I have never bought gems from Anet before. This is my first purchase and I believe I have been put on their restricted list.
If I have to send a support ticket every time I want to buy gems because I am on this restricted list, I don’t know how thin my patience will wear down to. The amount of time it takes to get a human response from Anet support is already an added anxiety.
What I really don’t understand is why they are restricting accounts, and not the specific transaction being made. PayPal should work for us since these accounts are verified through bank access anyways.
I agree I don’t understand the restrictions either because paypal is one of the safest ways out there to do internet-transactions. Everything is verified about paypal.

Could it be linked to the amount of gems being bought in a short time frame?
I have Paypal (with credit card) and I’m from South America (sometimes country is an issue). I’ve bought $60 (total) in gems at different times and amounts and haven’t had a problem yet.
One person I know had a problem that seemed to be related to the name/address on paypal not matching the name/address on guildwars2 account, and gem purchases were denied.
words like arrogant and bigoted, when you’re dealing with automated processes are absurd. It’s not personal — it’s a computer.
