How do we know if something is an exploit?
You won’t know until they drop the hammer. Anytime you profit, you run the risk of getting ban for exploit due to ANet’s vague interpretation of “exploit”.
If you find something seems to be a good deal and you don’t know if it is an exploit…don’t overplay…
If you can make free precursors…make 1-2 and stop creating them. In this case you would not get any ban. If you create 100 and sell them on tp…you will for sure.
If it gives you profit and advantage, they will ban you and tell you it’s an exploit. If it causes you financial harm or does not give you any profit, or even if lets say you come out of a dungeon with 34 silver less than you went in, because of the repair bills, its not an exploit.
So, to make it simple, if it benefits you in any way, its an exploit. If it benefits them, it’s not.

From reading the responses we get from the Devs, I get the impression something isn’t a ban able exploit unless it’s done hundreds of times. I strongly suspect the green karma items to rare to ectos is an exploit but until people are doing it in quantity ANet won’t react. I wish they would put down rules after a ban episode as to what exactly is forbidden rather than just restating general guidelines.
I tried this for a while using the green greatswords from orr karma vendors and put them into the mystic forge, hardly got any rares though.
If you do something just a few times a day, over a period of months, clearly it’s not.
But if you do something over and over repeatedly, every day, clearly that’s something that should be banned or nerfed.
Just to be safe you should never do the same thing more than once in any given day, or preferably week; that way you can be reasonably sure that you won’t get banned.
I can’t wait for the update when they introduce a cap on how much time you can spend in WvW each day!

It’s a highly inefficent process due to the nature of the forge. I thought about it in the past, at the time, you’d be luck to get a gold off of 100K karma.
green items to rares isnt an exploit probably,
I mean i dont think they like the idea of karma having a money value, however, they introduce it having a money value with recipes that need karma.
I think they didnt like having to balance karma into the market so they took it away, it makes things complex. Truth is the economy was immature, and getting a pittance for your karma was valuable then, now, it really isnt.
i mean essentially for karma and a skill point you can gamble to get a teir 6 material or lodestone in the mystic forge.
As long as the payout is not crazy, i dont think the care that much if karma can be made into money, after all, karma doesnt really go on trees, and now, it actually has some value for most people 800 karma, or 1.4 silver, which is worth more to most people?
1 million karma for 17.5 gold? thats pretty cheap really.
