In the description it says double-click to bind the item to account. Does this mean permanent bank access is available on any character on that account? If so, I assume it’s not accessed by clicking the item (because then it would only go on 1 character)?

It is account bound but does need a double click to be used.

So from that I gather you do need to put it in the inventory of the toon you are playing and will have to transfer it to another one if you want to use it on that one.
