How often are gathering tools on the BLM?
I would say about every two months, if you like any tool within a category (like plant sickles). If you want a very specific one, on average 2-6 months. Especially for the older ones. Soon I suspect new ones will come, because of the theme of the living story, but there’s no garantee.
A piece of advice: there are differences that might interest you. Watchwork pick costs same but is basically better then all other tools (has chance for sprockets). The consortium sickle is generally the best (cause faster animation) followed by the clown sickle. The rest are very slow and imo not worth it.

There’s no pattern at all. They just had all of them available for the anniversary sale, so I don’t expect to see any of the old ones available any time soon. However, they do periodically release new ones.
I agree with Phoebe that you might have to wait as long as 6 months, but it wouldn’t surprise me if we something when the LS returns in November.
