If we bought the scythe when it came out, but never used it on a toon, do we still have to trade it in to the specialist?

I would say yes. The trade costs nothing.

Why the increase in price, though? As it was, it was on the spendy side for soulbound. And it’s not easy to move about without making sure to stop and start your sessions by a bank, even now. As I see it, it mostly makes it so you are not punished for deciding you don’t like a character.

Simple math really.
Before:
Sell 100 tools at 800 gems each = 80000 gems sold
After:
Sell 80 tools at 1000 gems each = 80000 gems sold
They are anticipating a 20% decline in the rate of purchases as a result of each purchase reducing the need for additional purchases, therefore they have adjusted the price to keep their revenue the same.
Actually, this will probably result in an uptick in their revenue. I was hesitant before to purchase a soulbound gathering tool, but now that it is account bound and can be moved from toon to toon I plan to get one. I’m sure I’m not the only one.

Heck, I’d by one of each of the bone pick and jack in the box if they were still 800 each.
A lot of players are going to get off the fence about these gathering tools now that they are account bound.
I can almost guarantee now that the original tools with their new account bound status will be back by the end of the year to puff up the quarterly numbers.
