Given the announcement about karma boosts :

Can we ask for a refund of gems that we used to buy Black Lion Karma Boost.
(275 gems for a 5 pack)

Since they no longer have any real use after September 3…

You can try.

And they certainly have a use. They still work on events.

However, you can make the argument that you bought this pack on the premise that it would be usable on consumables and now that has changed. But they may counter that you are more than welcome to use it until Sept. 3
