You have an official answer: they made nearly everything except the puppy sellable. This year, they deliberately offered a mix of items with a mix of acquisition methods.
You might not like ANet’s choice (I don’t; I prefer that account-binding only apply to things that require some sort of skill to acquire). Nevertheless, it’s their choice to make and with a decent set of reasons for doing so.
here is an official question for you then: what decent set of reasons?

Until the market finds stability with enough supply to offset demand the price will be high. Then you see the TP flippers work their magic of helping to slowly bring the market into balance.

I personally don’t care about any of these Halloween minis, but hey, different strokes for different folks!

That Lyssa recipe never did “balance”, it still costs ten times as much as the other god-themed back item recipes because of how stupidly it was distributed.

I got 2 in ~2.5h the other day. And a tonic. Still no fossils though, speaking of things that I would like to see not be account bound any more.

They intended it to be rare in order to float the value of trick or treat bags since we can now farm them all year long (Maize Balm).

I wouldn’t be surprised if they did it like that. Very rare this year and purchasable next year with cobs/fangs/skulls next year with another very rare mini to take its place. Sort of like the previous 2 minis, Prince Thorn and Carlotta.

ALL minis should have the quality of tradeability.
Especially since the inclusion of the new mini management system, where they are consumed when added to a collection. It’s fine to keep the rareness of certain minis, but it is a classic Anet BRAIN FART to have certain minis account bound.
They should be tradable. If I were to get one of these and the price is good, I’d rather sell it than keep it. Why should I be forced to keep a mini I don’t particularly want when there are people opened 10s of thousands of bags trying to get one.

Yeah, it seems to have stabilised, although it’s still higher than I would pay for it. No problem though. I’ll just patiently wait for the next time when the Pavilion returns.
But back on topic, yeah, I agree that Gwynfyrd (or however you spell that stupid name) should be tradeable. As Astral mentions above, you should never have a valuable item that players might not want. It feels like rubbing it in when you get a super rare item that you KNOW other players would gladly pay hundreds, or even thousands, of gold for, but you can’t sell it, even if you don’t like the item.
It’s always possible that next year this mini is obtainable from the trader npc. After all the mini you had to combine the mini 3 pack to get previously was able for exchange at the trader npc. I personally hope that is a sign of a way to bring us previous minis obtained in a new way. I’m sure I’m not the only one still upset about the RNG lion chest minis from the early couple events.
