Maybe someone else (or a dev) can confirm this but is the hidden effect of having that back slot equipped with the Halloween item that you randomly cause fear?

At first I thought there was some annoying glitch until last night when I finally saw the animation for it.

i’ve wearing it since day 1 and never see any fear

I have it on 3 characters and have never seen this.

I’ve never caused fear while wearing it on any character.
It just lights my way at night.
