When you use a transmutation splitter on a weapon or piece of armor that has been trans-mutated with another weapon or piece of armor the outcome is as follows: Both original weapons/armor will come back as soul-bound and any sigils/runes will come back stock.
However, what happens when you use a transmutation splitter on an Item that had a Skin consumable used on it? Is the skin also soul-bound? Does it return as a skin?
The answer isn’t particularly simple. The two guaranteed outputs are: The item the skin was placed on will come back and will be soulbound. The rune or sigil on it will return as stock. But what of the skin?
The skin will return as a lvl N/A weapon/piece of armor with the rarity of the original skin. You can then use a transmutation crystal to move it to another item. If the rarity of the original skin was masterwork or fine, it will return an account bound Green/Blue item respectively using the said skin.
That’s cool! But what happens if the skin was of Rare or Exotic quality? Unfortunately, from personal experience this is why I have to make this post.
When you use a transmutation splitter on an item with a skin of Rare or Exotic quality in the drop in menu where you place the item in the splitter, it will tell you that the Skin item will be “Soulbound on Use”. This is actually false. The returned Skin Item will 100% come back as a Soulbound item. Unfortunately the in game text is incorrect.
If you make the mistake of using a transmutation splitter on a skinned item and expect the text to be true… , be warned ANET will not refund you or do anything to help you out. I submitted a ticket and as far as they were concerned this is not something they have any obligation to change or refund anyone on. They don’t even feel obligated to change the in game text that is incorrect.
So if you plan on using a transmutation splitter on a Skinned Item so you can move it to another character, make sure if the skin was of rare or exotic quality, that you have an additional 2 transmutation crystals so you can place them on white/blue items and move them to another character.

tldr: When using a transmutation Splitter on a skinned item, if the skin was originally green or blue, it will come back as account bound. If the skin was Rare or Exotic, it will come back as soulbound.
