They’re still available, but they have a ridiculously low drop rate.

Only through the Black Lion Chests if I recall correctly.

Also note that during the last Wintersday event they had double drop rate (theorized drop rate of 0.02% or 2/10,000 meaning that the drop rate is theorized to be 1/10,000).
