I was wondering if I buy the exclusive hairs/faces/colours item on the lion market – will the hairs/faces/colours be usable when I create a new character too? Or is it only available for one use with the re-customization kit?

No, they are only available in the kits and the kits are one use only.

And how would they make money? that is why don’t only release new options every few weeks.

If you want a perma version find a way to buy that perma hairstyle change.

There is, it’s just rarer than pots of gold at the ends of rainbows. Do they even drop anymore or what we see on the TP is all that’s left of a time that they did?

As I understand it, they only dropped during the first Wintersday. I’m amazed there are any available for sale at all, though the amount they’re on the TP for when they show up is prohibitively expensive enough that perhaps the sellers just haven’t set the price low enough in 1.5 years to make the profit of which they dream …
