With the wintersday and fused skins able to be purchased again, does this mean the tickets for these skins drop from the BL chests or just the scraps?

No, the old tickets will not drop. It’s just the new Black Lion Tickets and the scraps that drop (as far as I know, and I wouldn’t believe otherwise short of hearing it from many others).

Old skins are being updated to cost BLTC claim tickets (amount varies by skin type), the same tickets that are used for the Aetherized and Zodiac skins. Ticket scraps and whole tickets can both drop from the chests – it looks like going forward there will only be one type of ticket for buying weapon skins, past, current and future.
