If I buy it can I use it on any pve gear? Like If I get a new peice of armor can I take it off and put it on the new item that I get? Is it only worth buying if I’m level 80 and I have the armor that I actually want?

You can purchase it and apply it to any piece of armor. After doing so, you can transmute the skin back and forth between armor pieces.

For example, I can use the skin and put it onto a level 1 Chain Helm, use it ‘till I’m level 10, then transmute the Skin off of the Level 1 Chain Helm onto the new helmet.

It’s probably worth pointing out that further transmuting requires transmutation stones, and then crystals at level 80. Stones are easily obtained playing the game, but crystals are harder to come by and could represent an additional cost worth bearing mind, when you reach 80.
