The recent Flame and Frost dye kits are another example of Arenanet applying random chance on purchased items. The same was true for example at the time of the Mad King events with the random chance of gaining event related items from Black Lion Kits.
I am not certain what the motives of Arenanet are with these choices, but I personally feel it’s a horrendous decision. I assume Arenanet wants people to spend actual money on the game. I fail to see how making a lottery out of buying items positively influences this. I would assume people would be more likely to spend money if they knewn they’d be getting what they are paying for.
I hope this is a policy Arenanet is seriously considering changing.

Buy them from the TP.
The Molten skins (account bound) was a stupid decision. But every other RNG item so far have been purchasable through the TP, where a value will be assigned to them befitting their rarity by the general population.
At least one assumption is wrong. Some people pump so much money into the RNG lottery that it would be foolish of Arenanet to turn their back on a way to make a lot more profit and simply charge a flat fee for all items. So some things can be bought directly and some cannot, this is not going to change.

I’m the opposite. I would really hate it if they made store items all a guaranteed buy. Sure, some items should be a sold for a set price, but there should always be something cool to put into a nice chance box.
It creates chatter about the item, creates drop rate research being done. It creates luck, and the moments of happiness when you open it, and it creates the tears of those who tear through hundreds of boxes with no results. It creates a fantastic gold sink (far more than selling the item itself).
For all the high moments, low moments, and everything in between, it creates items that people obsess over, talk about, and desire. This is what I want, and whether you believe me or not, this is what every game needs.
In reality ArenaNet is making relatively few items that are acquirable through chance and chance alone. It’s just tough to notice because people naturally are fascinated with what they can’t easily have, and thus only talk about that.
but the thing is they’re tradable (skins atleast) which stimulates the economy, they did however add winter skins to purchase for gems which were not tradable
i see your frustration but it’s a smart move, you’re not forced to spend real money but can choose to gamble your gold (gold to gems) in a chance at getting an expensive skin OR just purchase the skin with the gold you were going to gamble
