Refund?
You can certainly try, but I’m not sure Anet can give you refunds because ‘you don’t like it’ (especially when it comes to digital items).
You can try to argue that there is no official way to preview the item, but depeding on how long you have had the item, Anet can deny your claim.
In the User Agreement, it states:
“YOU ALSO ACKNOWLEDGE THAT NCSOFT HAS NO OBLIGATION TO REFUND ANY PAYMENTS, IN WHOLE OR IN PART, RELATED TO AN ACCOUNT WHETHER OR NOT SUCH PAYMENTS WERE MADE OR AUTHORIZED BY YOU, FOR ANY REASON WHATSOEVER, INCLUDING BUT NOT LIMITED TO INTERRUPTION OR UNAVAILABILITY OF SERVICE (SEE ALSO SECTION 10)”
If you made a purchase, and had a change of heart, I’m sure they won’t be refunding you. You can try, as Vol said. But if they don’t refund your Gems, it wouldn’t be a shock.
Keep in mind that if you also ask for a refund of your money for Gem purchases, that’s a one-way ticket to a possible account termination.

OP explain the situation, and that you would like an exchange, not a refund. They may be more willing to exchange the item.

When you request a refund of real money purchases, your account is tagged. Sorta like getting blacklisted. It costs time and money to do refunds. Even though the User Agreement specifically says that they’re not obligated to issue any refunds, Anet’s Support Staff can do it (on a case by case basis).
So it’s important to differentiate between requesting a refund of Gems, or a refund of your money.
It’s actually no based on a refund, it’s based on a chargeback.
If you ask for a refund and get it, you won’t get banned.
If you do a chargeback and it succeeds, you will get banned.
i doubt you’ll get refund for “not liking it”..
but you may get refund for a purchased due to misunderstanding or misleading information…
i recently purchased the 20-pack custom arena token, costing 480gems. before i bought them i thought that i could simply go to my friend’s custom arena in my favourite arena listing. later i found that that i have to be within the arena to be able to top up the time.
the arena free 30-days has expired and our plan was to keep the arena by playing at least once a week, so i volunteered to finance the token, but it turn out that i can’t just top up the time from anywhere.
i requested refund for this misunderstanding, and got them, and later i repurchased the tokens as a gift to my friend who own the arena…

I’ve read in the Support forums that people who requested, and were granted a refund, subsequently had their e-mail tagged. The person using that e-mail to register a new account was blocked. This might only apply for account refunds, but I’d rather not take any chances if the rule applied to Gem purchases too.

Based on previous threads, gems bought with ingame money are not tracked by account. Only gems bought with real money is tracked. Therefore support has no way to refund the gems you bought with gold.
