Well, that is the risk that comes with it. You get lucky or you don’t but ultimately, you chose to try.
I got my ticket from the normal coffer, without spending real money. (I got lucky)
Very lucky as I think I have opened 1000 of the regular ones and have gotten better stuff. Sorry for ranting, woke up on the wrong side of Tyria this morning.

Thats why I suggest Anet to give you a ‘token’ each time you dont end up with a ticket.
If you’re unlucky enough to fail 30 times but still have 30 tokens, you can then trade in those 30 tokens for 1 ticket. So you have a guarantee of getting at least 1 ticket for 30 chests.
And this will prompt more people to spend on the shop incase they were lucky enough to get a ticket. Lets say you open 15 chests and get a ticket – Sweet! Then the player will say to himself "I already have 15 tokens…let me gamble 15 more chest and hope I get a 2nd ticket so that these tokens aren’t put to waste)

me 25 rich coffers, no tickets

Regardless of drop rate of weapon claim tickets, the minimum that these coffers will contain should be reasonable for the cost. I’ve had a look at their RNG boxes before – it looks like they still haven’t learned their lesson. If I can get 15 pieces of Zhaitaffy from 100 gems, I’m not going to buy another coffer – that’s just insulting.
The best RNG boxes so far are the Black Lion chests, and those still aren’t worth a tenth of the key price. 10 gems a key and I might buy them every so often. At 100/125 I have not bought a single one, and will not in future, unless the chests contain 10 times as much to compensate.
The same applies to the RNG boxes from Dragon Bash, Wintersday etc., but to an even greater degree. The only reason I’ve picked up a box from those events at all was curiosity. If they’d contained the likes of 1500 pieces of Zhaitaffy it would still go straight to the merchant, but at a value of 55 silver that wouldn’t completely turn me off the idea of buying more.
It doesn’t matter to me that I could have got something worth a lot more, I’m not putting gems into stuff if what I do get is not worth the price.

You can buy 1000+ regular coffers for 10g. In 1000 coffers you can easily get a ticket or 2 and maybe even 3. Why anyone would waste money on rich dragon coffers is beyond me.

If the boxes said they contained a guaranteed item, and then didn’t, THAT would be a scam. The boxes say there is a chance at an item, which is the truth.

Yeah… I think they skimmed over the word rich and just weren’t paying attention, understandable considering theres like 5 threads about investing in dragon coffers right now.
