Should silver doubloons be this high?
It’s the consequence of having silver doubloons drop at a rate that is barely adequate to supply those who want a Juggernaut. There is no really good way to farm them and the zones where they drop aren’t played in that much. The price is that high because the market can bear it, but I doubt the devs foresaw the drop rate being so low.
Enemies that drop bags containing them? Those bags are rather frequent. Made a killing farming dredge.

if you have extra nuggets you can try MF them…. the rate is 1/40 more or less, based on experience.

I farmed 110 light miners bags to do drop rate research for the wiki and got one silver doubloon. I would be surprised if people could consistently farm at a rate greater than 2 an hour given that bags drop from about one dredge in four. Not many people would be prepared to put in the time farming required to make a serious dent in the number of doubloons needed for the Juggernaut.
But that was only half my point. The second tier zones are hardly ever played, partly because there aren’t any world bosses there. Even with Gendarran Fields being the new hub my world pretty consistently had the dredge stolen supplies quest unfinished. As a consequence silver doubloons aren’t being provided by random adventurers and the price for doubloons is being pushed up by people like me who would rather gain a doubloon by running a dungeon and buying it off the TP rather than killing 400 dredge.

I farmed over 27k light miners bags on the tp to do some research on my own and my droprate of silver doubloons is quite different than your 0.91%.

Can you share your findings?
Personally, I don’t see the purpose of silver doubloons being so high …. making … juggernaut
There’s why they’re so high.

2,700 is about the sample size they do for phone polls (accuracy of plus or minus 2%), whereas with my sample size I am guessing that there is still a good chance that I would only get one of something that has a 5% chance of dropping (it’s been too long since I did my second year statistics course so I’m going from my vague memory). However given it is the only data that is available to me and I know that it was done systematically it is what I went with.
I’ll be happy to start supplying them again when ANet quits bumping all my alts out of Sharkmaw every time they log in .
I wonder what your basis for comparison is…”

You are missing a 0. He said 27,000.
…Made a killing farming dredge.
THIS is why. I happen to LIKE farming dredge, but most folks hate them with a passion.
Which reminds me of a conversation from earlier this week: this game needs Risen Dredge!!!

They still do this? I know they did this back when we had those cinematics for LA, but I was planning on sending my alts there eventually.
They should be as high as the free, open market dictates …

Agreed. There isn’t a reason to complain about the price of Silver Doubloons. SO many ways to get them. All give reasonable drop rates considering the value and prupose of them.
