Suggestion: Use Hall of Monuments
It would make sense, given that they are given out for achieving things. Plus it would actually draw attention to the Hall, which might get some people playing GW1. You’d need a different NPC though, maybe a Priory member investigating it or something.
I’m hoping at some point the Hall becomes restorable and we can have statues and stuff in there (with incredible optimism, statues from both games).
Rather than use the HoM it would make more sense to overhaul the disparate current skin lockers (HoM, PvP, Achievements) into one single skin locker.
Ideally similar to the PvP locker interface where you can search skins by name.
Though statues from both games would be neat, as long as my Rainbow Phoenix gets to come too dang it ;D
ANet has announced that PvP and PvE skins are getting merged together, so that a skin unlocked in one mode will be usable in the other. I and a few others think that this might mean the introduction of a skin wardrobe that’s usable in PvE as well.

I do so hope your hypothesis is correct. As someone pointed out previously: Having the special event (account bound) skins as well would be nice too (ex: Gas Mask, Toy bag [from last wintersday], Southsun back items)
I urge ALL such items like instruments, town clothes & accessories, broom, transmute stones/crystals/splitters, unlimited harvesting tools, …ect.
