Total Makeover Kit Problem
I know you said you tried other lighting, does that mean you went to different locations? The spot in your picture looks like the aquarium tunnel in divinity’s, which casts a blue shade on things, and could account for the difference.

I understand exactly what you mean and it drives me crazy. The lighting in this game really messes with appearance (makeover kit or even wardrobe look different because they aren’t using the same lighting). And afaik, there is no way to disable the lighting based on what area you’re in, or tone down its effects on your character.
One thing to keep in mind is you can toggle lighting on/off in the character screen to see what that looks like (and it looks like the button is there in makeover as well). That’s a help.
You just gotta assume that if you’re working with lighter colors, they are going to end up shades darker in many areas of lighting in the game. For example, celestial white looks like gray in most areas for me. But then, something like a darker brown doesn’t get noticeably darker.
Happens to everyone and with many items tbh. My male ele wears zodiac and has the ‘sky’ dye which matches it perfectly, but in some areas (like edge of the mists) it looks quite green and ruins the look. Doesn’t mean I’m going to protest and ask for a refund on my zodiac armor, but I can understand your frustration.
If anything, what Anet SHOULD do, is apply the same lighting you see in, for example, a total makeover kit, EVERYWHERE, so that when you apply the changes it looks exactly like what the character you intend on changing, looks like – and not in just one place either.
It frustrates me to no end when my character looks amazing in divinity’s reach, but then looks completely different in edge of the mists. It’s inconsistent and annoying. Anet should apply the same lighting to every place so people don’t have to change their appearance wherever they go.

tl;dr
It is a combination of the lighting (this is a huge part), material of armor, area you’re in, AND the time of day, which Anet probably won’t fix unfortunately :-/

I don’t know if it’s just the lighting that’s doing that, to me it looks like the width of the eyes and lips are larger in-game than in the makeover kit preview.
It’s the lighting.
Go to somewhere that has “warm” lighting(like where the Norn cultural armor vendors are) and it will look like your makeover kit picture. Better yet, go to an instanced location(like your Norn home instance) and you’ll see the same thing.
The reason it looks so “blue” is due to the environment where you are(aquarium tunnels).
