Transmutationsplitter failure
You can contact support and ask for an Account Restoration, a rollback of your account to a time before the hack that is offered one time per lifetime of the account. This will give you back the character the backpiece belongs to and that character can take the backpiece out of the bank and use the splitter on it. However you should be aware you will lose all progress, money and items you have gained from that point till now.

I already contacted ArenaNet’s customer “support” and they refused to restore my characters because “we have no indication your account was hacked” excuse. A transmutationsplitter should be able to split everything no matter from bank/inventory and no matter to who it is soulbound if not it’s an item without a purpose and a waste of gems.
You’re trying to use the splitter for a function it was never designed to perform. It’s like getting mad because you can’t drive your boat on land. It was never meant to do that in the first place.
The TS will not “unbind” soulbound items, the items split will remain bound to the character that has them when you use it. You can’t take the soulbound item out of the bank because the character that they are bound to does not exist any more. Splitting the item will not change this.

That will not work. You can not recreate a deleted character and have items soulbound to another attach to it. The only way to get a deleted character back is through an account rollback.

This is true. I tried creating a character with the exact same name to take out a soulbinded item. And it didn’t work.
