These come out periodically through living story releases. You will, sadly, have to wait until they are released. Luckily for you, usually the first tool of the set to come out is the mining pick.

it went on sale for like 24 hours and disappeared during new years.
I dont think its gonna come back until most likely summer break, or the next big living story arc.
Infact all the good stuff in the gem store has been substituted for useless stuff.
