Wardrobe & Discarde Cultural Armor
I threw out a T3 set because I lacked the room to keep it and wasn’t going to wear it. Would be nice to have that 119g set back :P
Same I transmuted a T3 set with phalanx, would be nice if it would be unlocked anyway since its tracked by achievements…

You’ll actually be fine mate, read the update closely and they addressed this:
If you currently have items that have been transmuted, you will unlock the appearance for both the first item used for stats and the last item used for appearance in your final transmuted item. This means that if you have only transmuted a given item once (for example, if you’ve used a single Transmutation Stone to combine the appearance of Dawn with the stats of another greatsword) you’ll unlock the skins for both items in that transmutation.
He is, but Kopper isn’t.
Unfortunately the FAQ said that armor sets which have been completely deleted cannot be retrieved. You’re out of luck, KOPPER.
(This very possibility is why I’ve been hanging on to my T1 and T2 cultural armor sets all this time!)

PvE skins need to be unlocked by either equipping, salvaging or destroying them. (You can also right-click on the item and bind it to your account.) The game will also check what your character is wearing and unlock those skins too. From that we can conclude that unless you actually have the item on your character, you can’t unlock it.
