Why do some items not properly transmute?
I have no idea what your problem with this is…
When you’re transmuting, click on the Fanatic Mantle, then click on the blue item’s stats, then click on the blue item’s upgrade (if inserted). If there is no upgrade inserted, the empty slot will transfer right on over (it’s directly tied to the stats).

Won’t work for me! I can’t transmute that item at all it seems. Not sure why, just that it makes no sense to me.
Well just now it worked. But it still destroyed the upgrade slot. And just improved the items base stats a bit.
I’ve kept my starter shoulder armor skin on my guardian for 65 levels. You should be able to do it, so there’s something wonky going on. I would recommend unequipping the item you’re wearing and making sure both shoulder pieces aren’t in an invisible bag (it shouldn’t matter, but who knows).
I thought I had a similar problem once with a back piece, and then I realized that I had clicked the new back piece’s appearance instead of the old one. It wouldn’t let me transmute it because it was the same piece (thanks ANet! you saved me).
Pay careful attention to the red text. It’s hard to read but there should be a clue there as to why it won’t transmute. Make sure you’re using a fine transmutation stone if it’s a level 80 item.

Try putting a rune in the empty socket of the other item before you transmute. When you transmute, it won’t show the rune in the transmutation window, but it will be there after the transmutation is complete. At least that worked for my engineer goggles.
