You can apply it once to an item but you can use a Transmutation Splitter to get the skin plus the weapon item back again.
Just a note, the staff had a Magic Find stat on it so that’s why it doesn’t show the stats of item.
You can use the skin as many times as you want, but after the first use you will need a Transmutation Stone or Transmutation Crystal to apply it to another item. Or, as Tomoyo pointed out, you can use a Transmutation Splitter to get the original items back. Once used however, the skin will no longer be tradable, even if you use a Transmutation Splitter. Skins newly purchased from the weapon specialist should be tradable. (you should be able to see account bound or soulbound in the vendor description if it will not be tradable.)
Skins obtained from vendors prior to the specialist or using tickets other than ’Black Lion Weapon Ticket" are not always tradable. Again, check the vendor before you purchase them.

The Zephyr Rucksack Skins that are tradeable on the TP were obtained as rare drops for participating in Aspect Arena. The Zephyr Rucksack Skins you got from trading in Fortune Scraps were always account bound and not tradeable on the TP.
I think the items also are different in rarity, one being yellow and one being green.

No – the Zephyrite “catcher” back skins are not tradeable – the tradeable ones were those rare ones you could get as loot drops during the Bazaar event in Sanctum Sprint. The green/masterwork ones you can buy for fortune scraps at the BLT specialist are not tradeable – they are account bound. Same goes for all the skins in that category – zephyrite helm, rucksack, etc.

I have a question I have a skin I transmuted multiple times onto different items; if I use a transmutation splitter will it allow me to get a skin I can transmute to PVP if it was originally a Gemstore Skin?
The item in question is A greatsaw.. and I would love very much to be able to use it in pvp.

No, they will remain a pve item.
The balance team is chained to SPVP, and the PVE team is all about producing carnivals

That’s unfortunate.. I used my skin right before the change to allow pve skins to be converted to PVP because I thought that it would never happen and am thoroughly regretting my decision

What happened to all the options to buy skins with the previous tickets? There are a lot of people who still have tickets but can’t use them anymore! Furthermore I don’t see the Dragon Jade weapons at all! Clarification please?

The Jade weapons are still available at the ticket NPC but they only show up if you have the jade tickets in your inventory.

They normalized the Black Lion Weapon Specialist to only display items which can be acquired for Black Lion Claim Tickets or Fortune Scraps by default.
The option to redeem Tickets still exists of course (that applies for all tickets… Molten, Jade, Wintersday, Sclerite). But that option only shows up if you talk to the Vendor with the Claim Ticket in your inventory, it won’t show up otherwise.
Jade weapons are ONLY available via Claim Tickets (probably because they figure there are still hundreds of thousands of chests available to generate Jade Claim Tickets) so the only way you can see them is if you already have a Claim Ticket. They won’t show up under normal circumstances.
