i dont have a pay pal but a close friend of mine does so i gave them money (cash) and the plan was for them to buy the gems and then send them to me, question is.. can we do that and how? thanks.

No. But you will be able to get gem cards in the future. Another alternative is to go to the drug store, buy one of those pre-paid credit cards (they come in various denominations, possibly as low as $10 or $20). Register it online, and use it to purchase the gems.

Can I purchase gems for someone else?

At the present time, you can purchase Guild Wars 2 gems only for your own account. When you make a purchase through our in-game store, the gems will be placed on your account and you can access them through the Black Lion Trading Company interface. In the future, however, you will be able to purchase Gem Cards through our retail partners and then can give the card to someone else as a gift.
