The Holographic Wings can be bought/sold on the TP. The Shattered Holographic Wings are account bound and can only be acquired by completing 10 of the Dragon Bash achievements.

The holographic wings are a random drop from the world, or you can buy them from the event vendor for 100,000 candy. By tonight I think you’ll be able to do either for about the same price.
Well, 100k candy currently costs 160-170g. Wings on the TP cost 23-25g. Your pick!
