when i sould bound it to item lets say level 1 gear is that perm ? or can i take it off to put it on a higher level gear each time i get new gear ?

You can use transmution .stones / crystals to copy the skins.

The common ones work on gear up to level 79. The other kind work up to 80. You get the common ones from map complete, so there are easy to get. (I’m pretty sure I have over 100)
