You are assuming that lower buy orders are from average joe and the highest bid is always from a fat cat, which is not the case.
Most propably, a low buy order in a price region that hasnt been filled in 2 or more months, is from an inactive or banned account. In that case, the buyer will never use that item but you activated gold that was currently inactive, contributing to gold inflation and item scarcity.

How often and how many people want to sell to old, outdated TP buy orders? Orders that if they are over a month old are probably from people who either are no longer playing or have forgotten about the buy order or no longer need the item.
My guess is, very few. Why should ANet completely revamp the trading post in order to do this for the handful of people who would want it? This would be a waste of payroll, time, and effort for the value it gives to the game.
Edit: if it was very common for people to sell to those underpriced, wouldn’t that encourage people to price low deliberately in order to get money from those who are trying to help out others?
So essentially, if it’s something that not a common wish, why should ANet revamp the TP for a few? If it was common, then it would be something that people would use to their advantage to take money from the sympathetic who want to help out others.

And this is the other issue that is arising. I seen a lot of treads over the past two years of those that want direct trading as we had in GW 1. Its probably the same crowd that would want to sell to lower orders to help friends, or feel cheated, etc.
Sure we have mail, but its a risk as you can be ripped off and your stuff stolen if the other person is untrustworthy.
So the better option is to press Anet for a CoD or IoD(cash/items on delivery) mode/options check boxes (for making sure your money or items is given to you for the stuff) with a mailing tax (stamps?) to prevent abuse as it has no gold sink when trading by mail.
That way people can still trade for what they want and for how much but still need to give a bit to reduce gold out of the economy.
Either way it doesn’t bother me so much as I always trade for myself and for profit. If a player needs something and I have extra of it they just can have it free of charge.
All this was a couple of ideas I had swirling in my head as I been hearing it at times by a “small few” as you say. Its out there, but yeah, not enough want it. I guess this game would not be for them.
