Underwater weapons: 2 charges.
Underwater breather thing: 1 Charge.
So really, they should be selling in multiples of 14.

Yes. Except perhaps the breather.
EDIT: I spose I should give a proper response. In the event a player is only going to buy enough for what they want to change right now, there’s no way to predict what that is. 1-6 weapons? 1-8 pieces of armour? On how many of 1-infinity toons? They needed to pick an arbitrary number, and we’re used to having arbitrary numbers come in fives.

I understand that you have to make money, but having transmutation charges in denominations of 5 is disappointing and a slap in your customer’s face when armor sets come in 6.
Finish map completion of a city on a character. BAM, instant trans charge. And you’d have spent maybe 10 minutes at it.
Does anyone bother transmuting those?
Maybe the same people that really transmute all 6 pieces of an armor set
