Calm charr?
Anything is possible. Such behavior is affected by environment and personality and I’m sure, despite how many Charr you meet who are not, some have mild personalities. IMO, it’s probably one of the reasons people like Tybalt Leftpaw. Compared to other Charr, he’s funny, goofy and mild mannered.
I don’t have time to look for the source so I’m paraphrasing but there is an asuran NPC who says something to the effect of “charr are strong enough to knock a wall down, smart enough to knock it down by smashing only one brick and wise enough to know when not to.”
And in the black citidel the soldiers say something like “there’s aggresive charr. There’s old charr. But not alot of old aggressive charr” or something to that effect.
Also, charr are all soldiers so they may tend to be stern but not all are stupidly aggressive. I think all the legion questlines show older charr who are reasonable thinkers. they also just have to perform a little posturing becasue that’s the society but that doesn’t eliminate brains from the equation.

I take that as the aggressive charr are killed or exiled before they reach an age where they would be considered to be old. Which of course means that the wiser and more intellectual charr do live to see that day so they should exist out there somewhere =)

Remember that Charr also have to deal with other races by means of foreign policy, and you can’t have any of that without actually learning about and soccially dealing with the species or race in question. Its good policy to understand (your potential enemy) your allies in order to best deal with them.
I can absolutely see a well cultured charr. I play one. The Ash Legion didn’t learn how to thwart people by collecting bottlecaps.

A lot of the female charr you run into are exactly as you described. Detha from the Ascalonian catacombs is a great example.
I’d say the charr male player character in cutscenes is remarkably subdued for a charr, as well.
Ash legion fit that role pretty well I think.
Also, if you plat through the Blood legion (The most aggresive and in your face lewgion) line you will get an option to kill someone who’s been a big jerk to you the whole time or spare him becasue he may be useful. So this demonstrates that charr really can have any personality no matter what legion they’re in. Just keep in mind how that personality would respond to their culture that requires some form of aggression. You can be cool and calculating, only fighting when needed. You can best them in combat or with threats before sending them on their way after you demonstrate how you could have killed them if you wanted to. or you can just be the guy who is always ready to fight. So that’s 3 very diffrent personality traits that would all exist in the charr culture.
