You could make something similar. Face you could get looking similar by modifying the first female face and the hair and horns are there.

P.S. Yes, I know that that is a female charr. In fact, I can tell female and male charr apart better than I can with humans, and I am a human. Sad, I know.

Just try all the fur patterns and see if they put that or something similar near the eyes, if not then it isn’t available.
I think you could do a good approximation of that armour actually. Gauntles look a lot like Orr Temple gauntlets, the coat looks like the drop version of reinforced scale (not the crafted variety, confusing I know but they have the same name for 2 different skins)
Barbaric armour for the shoulder, it’s not an exact match but it’s the only asymetric one I can find where it’s on the left side only. can’t see the legs so just pick whatever looks good with that upper set.
The shoulders might be the heavy mid-level karma ones that lionguard wear, if so then that charr might be in the standard armour of most civilian charr (like the LA banker.)
This is an actual NPC in the game. It is a generic soldier model found walking around the BC and is clearly supposed to be this concept realized, although I would have personally chosen a different face/proportions if it were up to me to do it.
She wears sort of copper-colored armor and there’s a bunch of them around. Just look for the ones wearing those gauntlets, then you will be able to discover the entire armor set as it appears in-game. I’d love to see how much more closely you can approximate this concept piece. It’s one of my favorite GW2 Charr concept art.
