Charr drug policy
i assume they don’t care about much beyond what allows you to fulfill your military duties. if it negatively affects your duties, it probably isn’t tolerated but getting “fightin’ drunk” in a bar is acceptable so there is probably alot of leeway.

Probably. If it helps on battle, go for it. If it doesn’t, don’t. Dull pain drugs might be considered wussy, though.
Charr-roids? The roid rage however is most welcome in their warbands?
There’s an event in Diessa with one guy who gets drunk and basically goes around pissing everyone off, and the idea is pretty much to trounce him so he goes back to his post. So, I figure they’re pretty tolerant of it legally speaking, but if you act out you get thrashed just the same as you would have if you were doing it for any other reason.

We have laws against it to save ourselves from our own weaknesses. Charr don’t seem to tolerate any weaknesses that would prevent them from fulfilling their duties. It’s kind of self regulating.
I think I’d agree that the Charr probably don’t care what you do off duty, as long as you don’t disrupt the city (as one guard in the black citadel tells a drunk “When it disrupts my city, your fun IS my problem!”) I like the idea of there being a Charr nip plant that makes them go all mellow and cub-like, I imagine casual use would be tollerated off duty, but any Charr becoming dependant would be ridiculed for their weakness in becoming a witless slave to a PLANT.
Think I remember on the level above where the Charr tanks are and below the Vigil Outpost is a charr npc drilling recruits on the correct way to load and fire a morter, and one of the rules he spouts is that Whisky is to be kept 10 meters away from any morter or something.
That being said I also remember a conversation in the charr barrecks where two charr talk about a human who tried Charr Whisky and went blind for a week or something X3
