Leaving Flame Legion
Off the top of my head, I’d say the charr can.
I’d imagine that you’d be rather kill-on-sight by any Flame Legion that recognizes you, traitors being the lowest-of-the-low. The other Legions will most likely see you as worth less than gladium until you find acceptance and prove your worth in a warband. That would probably be a long drawn out process, since you have to deal with suspicion before you start gaining trust.

There are a few reports of it happening, however, I assume it happens more then we hear about, because the Flame Legion do capture and enslave Charr, so I assume if they escape, they just run back home, however, I assume if they were just Flame Legion looking to join the others, they’d either be untrusted and monitored around the clock by guards/spies or forced to stand trial.

i played a charr long enough to choose an order, then it fell on its sword. believe i did honorless gladium anyway, but thanks for more answers
