On my Charr, I want to use a light armor chest piece that doesn’t go down the arms much, but I’d like the arms to be fully covered regardless. Are there any light armor gloves and/or shoulders that, alone or combined, will cover the arms fully?

I don’t think full coverage will be possible with just shoulders and gloves. But something like the Ascalonian Clergy Mantle (or Heritage Mantle if you have access to that) combined with any number of gloves that cover most of the forearm would make it mostly covered.

There are quite a few gloves that cover most of the forearm, could probably just browse an armor gallery (http://argos-soft.net/GW2/ArmorGallery/index.php?lang=en&color=10&sex=0&race=1&w=1) and look for ones you like that cover most of the bottom part of the arm. I think the Toxic Gloves are probably the absolute biggest, but those are not available right now (might go on sale during the March sale one day though, so keep an eye out), but there are plenty that are relatively large.

Its also worth noting that the Whispers Cowl (a head item) actually covers a very large part of your upper body and arms as well, though that might mess up the rest of your look and the item itself looks a tad kitten y on Charr (at least I think it does).

You could also just pop into the Heart of the Mists and use the PvP locker to preview stuff. Putting whatever chest armor you’re going to use on preview, and one of the above Mantles, and then just see which gloves work best for you.
