Who else feels that they were underutilized? They show up for two zones (Blazeridge Steppes and Fields of Ruin), one storyline (the vigil storyline) and one special event (ambushed by renegades in the open world for killing their leader).

Now, I understand that they’re less likely to be around when Ajax is dead. However, I still feel that Anet should utilize them in more zones. Maybe in a mini-expansion themed around Charr?

Most of the other Ascalon zones are either closer to Black Citadel, in Flame Legion lands, or in the brand.

There’d be little reason for renegades to show up in any of those areas, since they’re whole purpose is opposing peace with the humans, and there aren’t really human settlements or anything in any of those areas.

They could have put them in Kryta to oppose the humans there, but considering how far away from Ascalon Kryta is, they’d be well out of their normal area. And I don’t know if the Renegades want to destroy the humans completely or just want them out of Ascalon. If the latter, then putting them in Kryta wouldn’t make sense from that perspective either.

The Iron Legion allows for the Pact, Vigil, etc to run around unchecked in Charr lands. Allowing foreigners to go as they please, and interfere with Charr matters is something that should rile up a lot of Charr. I think that there is plenty of room for “Renegade” Charr concerned with sovereignty to show up all over Ascalon. I’m actually fairly disappointed to see such indifference towards Charr sovereignty in game.
