I saw a charr necromancer whose clasw and tail are on fire just like those flame shamans, that’s really COOL! How to make that?

It’s the gear reward from tokens from running Citadel of Flame explorable mode.

the molten tail and arms effect are from the citadel of flames exotic armor.

Thank you Guess I have to level my charr faster to get into the dungeon…

wait wait wait… what? You can get the flame legion fire arms and tail?

Yep. Best part is you get it from an instance killing them, in a manner of speaking.

Is this class specificto Necromancer? When I go to check CoF armor types with my Charr, it gives me nothing that looks like that.

It’s only on the cloth, and the fiery arms/tail is tied to the chest piece.
