Yeah, I noticed that too, especially on Rytlock. Ugh, I cringe everytime I hear him speak.
I think they decided to save effort for the voice actors by being like ‘hey, don’t worry, we’ll just play demented sounds over this later on to make it sound appropriately terrible'.

Tybalt? he always sounded like he was choking while talking. I liked it though, differentiates Charrs from other races, especially humans. And it makes sense.

They’re going to sound like humans regardless, just ones that are talking weirdly. Anyway, it’s not the way they talk, it’s the random noises repeated in it that are too obviously not part of the voice.
Part of their voice-over techniques included a snarly snort when they talk. Its an attempt at realistic gutteral speech.

This is what I always figured…some of the voice acting isn’t the best but I like the Charr voices for the most part. If it doesn’t seem realistic try talking with a mouthful of fangs and a tongue that’s probably more feline than human and see how clear your voice sounds :p

I mean think of the stuff that’s happened to your voice before… I’ve had it affected by all sorts of things: wisdom teeth cut out, talking through mouth guards, bit tongue, accidentally blew hole in tongue (it hurt, don’t eat explosives), drunken slurring, rasping out ‘I can’t breathe’… but as weird as you can make yourself sound, how often do you feel someone is following you around playing a recorded gurgling sound randomly while you speak? :P

I dunno man, I work at a haunt and I’ve made some pretty weird sounds trying to talk through a pair of dental distortions or scarecrow sabers

You what at a where now? …nevermind, the point isn’t that the sound itself is weird, it’s that it appears to be the same sound, over and over (though, this isn’t necessarily all voices, btw. I haven’t paid it much more attention than ‘well that’s annoying’ when I notice something of the sort).
I don’t know, probably most people don’t even notice it, but I’m weird about sound. I’ll hear a sound effect in a film or something and be like ‘hey, that was in <game/film I saw ten years ago>’ and everyone is just like ‘…oh’.

At first I thought this situation was similar to another poster who consistently describes Warrior’s Signet of Rage as looking like farts when farts don’t have a look…but I think he was just being silly.
If there’s a gurgle sound in the Charr male voices, I don’t hear it. A low growly tone when they hit a certain pitch? Yeah, but not like someone gargling or something in the background, at least not to me.
The particular sound I’m thinking of isn’t a constant thing, just repeated now and then.
I like the Charr speech sound, like the smacking of their jowls, makes them more animalistic
