i was looking up builds and i notice there an zerker amulet with 15% crit!

That is the PvP Berserker’s Amulet that you can get in the Heart of the Mists. PvP doesn’t use all of the accessory slots, but they use only one as a means of convenience.

can pvp berserker amulet be crafted in pve??

No, it cannot be made in PvE.

It would be hilariously awesome if they could.
