Acquiring skill points
Fill out the skillpoint challenges, every 254k or so exp after hitting 80 and the methods you listed. That’s pretty much it. I’d try to find out which fractal or other method can give the most xp per time and effort invested just as a back-up plan.
you can also create and use alt characters to get skill points to use in your creation of legendary.
I think it’s 15 fractal relics for 1 skill point? that’s like 2 fractals after level 15 for 1 skill point + u get experience and other goods.
Edit: 35 relics for a skill pt according to wiki, so a full run including jade maw could get u about 2 skill pts depending on the fractal level u are on.

Yeah, running Fractals is the best way to farm skill points. Good XP (especially if you’re running some of the halloween food and a sharpening stone/maitenence oil/tuning crystal) and a good number of relics drop, which you can trade for skill points.
Running dungeons is a good way too. CoF path 1 is about 20 minutes with an average group and will get you enough experience for about 1.5 skill points.
If gold is not an issue…
Craft your way up to 80, and then go get all the skillpoints in the zones that are relatively easy. You’ll have 200 in no time.

OP is saying he is going after second second legendary witch means he ahs already done map completion and probably 4-5-6 of the crafts to lvl 400. So those options are out fo the question. What OP needs is the Bloodstone Shard = 200 Skill points. Getting 200 skill points on an alt just to get the bloodstone is a long process, expecially considering OP probably has 50-100 Skill points on his main already. As i am in the same position here is what i found is most useful in this situation.

- WvWvW – fast leveling depending on what server you playing on.

They’re suggesting that he create a fresh alt, level it through crafting, and complete skill challenges on that character. Bloodstone Shards are Account Bound so you don’t need to craft them on your main.

It’s easy enough with Fractals or CoF/AC. Do a 28 and 30 daily(as 28 rewards same as 30 for tokens), then do some AC/CoF runs. That should net you 6(fractals) + 2-3(AC/CoF) per day, so ~10 a day with minimal time spent(~4hrs).
I don’t know if you have 100% map completion already, but if not, check out one of the map sites and find areas with high concentrations of SP’s. Some places have 4-5 within a two minute area; most I’ve gotten in an hour was near 50.

Actually the shard is soul bound on acquire. The Gift of Mastery you can make with it is account bound or the Anomoly which is soul bound on use.

And again – OP is going for SECOND legendary, how could have he done first legendary without the gift of exploration aka – map completion ?
As I’m closing in on my second legendary, money isnt a problem, karma isnt a problem => I get obby shards and money from Fractals – is there a viable way to actually farm skill points, because I am running short on those and in fractals you barely get any skillpoints…

Buy the EXP Potion and the other EXP Potion (for series) from Shop (additionaly: buy the Strenght/Armur/Quickness potions too). Use EXP-Guild-Banner.
Find one or two Places with loot of close standing Mobs and quick respawn rate. Kill the Mobs, kill the Respawn, kill the Mobs – change location – kill the Mobs, kill the Respawn … Start the circle again.
Alternative:

Look for Events like Balthasar or Lyssa. (do not mess with Orr’s Penitent- and Shelter’s Gate-Waypoint Events!)

Just doing the pen/shelt loop yields a surprising amount of skill points.
Instead of standing at the TP in LA, my “base” lately is the TP at the caer waypoint near plinx. Racked up probably 80 skillpoints in the past week just doing pen/shelt while idling.
Lol, I don’t have an inability to play the TP. Anyone could buy low and sell high. All it takes is the ability to perform basic reasoning and multiply by .85.

Above all that, it takes a whole lot of patience and know what’s needed. It’s like a poor man’s EVE to be honest.

Get a sp farming group together, run this set up
cof p1 – 8 min-10 min
AC p2 -10-12min
do cof then ac, rise repeat, thats like 1 sp every 20-25 min. And yes alternating them resets the DR on the exp reward, so yeah, its 177k everytime.
