But is this true?

This is the #1 weapon skin I’m after and Arenanet isn’t doing anything about telling us anything about it… which means as of now it’s more rare than the legendaries… at least I know the items I need to get for a legendary, this one I don’t even have a clue about anything other than it’s SOMEWHERE.

Well, personally, I doubt it even is possible to get it, if no one ever has.
But, the best compilation of info I saw through a quick internet search was this article:

I’d avoid that last posted link, it’s useless and full of bad spelling and lack of legitimate points in it’s arguments, didn’t stay long enough to see if it even offers the info you’re looking for, but I doubt it.

Wiki says –
“It is speculated that the staff drops from a secluded escort event in Straits of Devastation that spawns east of the Zho’Qafa Catacombs, and south of Waywarde Waypoint. The event is called “Escort Warmaster Leddron and his team to Zho’qafa Catacombs.” The escort is on a long timer(~2-3 hours), and can be set on its timer by clearing all of the pre-events in the Zho’Qafa Catacombs."
