Can't craft Perfect Jewels.
Discovery at the moment still requires everything to be in your inventory. Production pulls from your collectibles stash though.
Not sure about the specific of perfect jewels, though from what I just saw and am getting from reading above it looks like your problem is just that you need to pull them out of collectibles (the bottom tab on the left) and into your inventory and you should be set.
I had both the filigrees and orb in my inventory, sorry I didn’t mention that.
Edit: After a bit more research, my Orbs don’t have Crafting Material: Jeweler (400) like they should. Going off what an Arenanet developer said in a different post, that means they’re NOT in any discoverable recipes.

No, it’s not. I can craft exquisite jewels just fine.
I don’t know what you mean by perfect jewels, there are only exquisite ones with which you can build level 80 exotic jewelry.
Anything else is probably a mystic forge recipe or still in a database on a site but has been removed from the game.
Buy recepies for karma at your local jewlery vendor me thinks.

This is true for armorsmithing, so it’s probably the case here aswell.
For me it was about 850 karma/recipe.

Yep. I am 400 jewel and about 350 armor right now. Jewel crafting karma recipes are far cheaper than Armorsmith ones. Not sure why. I think my level 400 recipes where around 400 karma each, or less.
The top tier gems can only be crafted with recipes purchased with karma.
Sadly, I accidentally bought a recipe twice last week. It’s not much karma, I know but still! sadface
Same wondering. Orichalcum filigree description says it is used to create Perfect Jewels. Term “perfect jewel” I understand as masterwork things (like lower tiers, combined filigree + gemstone). However orbs and filigree don’t show up in Discovery pannel. I think it is rather a mistake in description than bug since 400 lvl allows us to create exotic exquisite jewel. There is no “need” to masterwork production at this lvl although it could be an alternative to expensive exotic..
