They require recipes, either get them from the bazaar vendor trades (silk/ore/wood/leather) or just buy them off the TP.
They all drop from Zephyr Sanctum Supply Boxes so look at that for a complete list. You can of course buy them off the TP to avoid the gamble.
As far as I can tell, there’s no discovery with celestial gear. You need the recipe to craft.

Also random from Kite Basket Supply bags. I’ve got about half a dozen in my bank from just opening Kite Baskets (can’t use them yet…no toon with LVL 80 or 400 craft yet).

ArenaNet just keeps making me get more and more annoyed at the game. Really, several sets of armor/weapons where you can’t discover once you have an insignia? What’s next, crafted armor/weapons that’s Account Bound so you can’t sell them? Oh wait..
