Changing a legendary Precursor or actual legendary weapon

You can swap sigils and transmute legendary or precursors and and still keep their effects. However, if you transmute the precursor, there is currently a bug where it can’t be used to make the legendary. Also, if you transmute the legendary, it will become an exotic level weapon.
ok time to clear up a few points and rumors that have been going around: All of the following is true as of last night 10/18/12 when I made my Sunrise
1) you can change the sigil on the precursor, soulbind and use the precursor and still use it without any problem to create a legendary
2) The legendary created will NOT be soul bound initially even if the precursor was (my dawn WAS soul bound as i had been using it for well over a month, the sunrise i created was NOT soul bound, i WAS able to test this, toss the unbound sunrise into my bank and take it out on another character before putting it back in and transfering it back). Additionally the option to sell on trading post did show up when i R clicked on it (i didnt actually put it up on TP for obvious reasons)
only 2 assumptions: 1) that these rules apply to ALL legendaries (obviously ive only created the one) and 2) that #2 isnt a bug and is intended (if its bugged ANet may change this)

Number 2 is no more of a bug than any other weapon that is crafted or forged from another weapon being unbound as far as I can tell.
